Thousands of cancellations and investors worry and as Kenya continues to lose billions of shillings... No Kenya refunds Vienna. Austrian Foreign Ministry spokesman Gärtner said that the ministry considered Kenya to be in a " high-risk " situation, which is not severe enough for free cancellations of bookings there. Travel agents say that only a situation in Kenya bordering on civil war or issuance of an official travel advisory by the foreign ministry would be grounds for a refund.
