But I've been under the impression that promise has not been universally fulfilled throughout Kenya, and that there are many places where students must pay tuition to the teacher, or they will be expelled from class. It was not signed into law until NARC Government took over. Yes it may have its pitfalls, but it was a very good start. It should be improved by identifying the several obstacles that to children going to schools. Some of the imposed costs are illegal and a good monitoring mechanism can ensure they are removed. Others are poverty related, for example children having no clothes will not go to school in many parts of Kenya. These can also be addressed through affirmative action committees in constituencies and communities Free Public Education?
