Position: State NGO Coordinator

Job Description:

The Ministry of Health and Family Welfare (MOHFW), Government of

India, has been supporting NGO involvement in health and family

welfare programmes, including Reproductive and Child Health (RCH),

since early nineties. The Mother NGO (MNGO) Scheme introduced during

the Ninth Five Year Plan aimed at increasing community awareness, and

enhancing health seeking behaviour to improve reproductive and child

health status. The MNGOs nurture and support small grassroots NGOs

through routing of funds and provision of technical and managerial

support. The MNGO scheme is strengthened in the Tenth Five Year Plan

to respond to the needs of the community to access quality RCH

services. The two major steps towards this are decentralized

management of the scheme at the state level, and NGO involvement in

RCH service delivery in areas un-served and underserved by government

health infrastructure. Large NGOs with demonstrated experience in RCH

service delivery called `Service NGOs' will also be participating. To

facilitate effective management and implementation of the scheme, 20

State NGO Coordinators are to be appointed in the following states:

(1) Andhra Pradesh (2) Bihar (3) Jharkhand (4) Chhattisgarh (5)

Madhya Pradesh (6) Maharashtra (7) Gujarat (8) Punjab (9) Haryana

(10) Jammu & Kashmir (11) Karnataka (12) Kerala (13) Orissa (14)

Rajasthan (15) WestBengal (16) Tamil Nadu (17) Uttar Pradesh (18)

Assam (19) Uttaranchal (20) Himachal Pradesh.

The candidate will be required to:

· Participate in appraisals and selection processes of NGOs. Organize

meetings of the Appraising State Level Committees as and when

required.

· Oversee budget plan implementation and timely disbursement of funds

from State RCH Society to NGOs.

· Ensure timely submission of project and financial progress reports

by the NGOs and provide feedback, and prepare periodic reports for

submission to state government, GOI and Regional Resource Centres

(RRCs).

· Undertake periodic field and monitoring visits as required.

· Organize annual state level capacity building workshops for NGOs

· Coordinate with RRC, technical and other resource institutes for

capacity building requirements of the NGOs.

· Liaise with Appraising and Evaluating Agencies for appraisals,

monitoring and evaluation of NGOs.

· Liaise with state RCH society, district RCH societies and other

state government counterparts

· Participate in policy developments related to the NGO Scheme.

Job Requirements:

· Masters degree in Public Health/Social Sciences/Social Work. 5-7

years of experience in progressively responsible professional work at

national/state level in the social sector, health and gender

development projects.

· Experience of coordinating support, administration and management

of projects.

· Good understanding of emerging social issues, knowledge of and

experience of working in the NGO sector, preferably in the context of

health and reproductive health.

· Strong facilitation skills, ability to analyse reports, plan and

monitor projects. Good communication skills in English and local

language including report writing and presentation. Proficiency in

use of MS Office package independently.

· Some experience in working with government systems will be an added

advantage.

Terms of Appointment:

Initial contract will be for one year, extendable to three years

based on performance evaluation and continuation of the Scheme.

Honorarium will be Rs. 25,000 per month. Duty station will be the

state capital. State NGO Coordinator will report to the Secretary,

State Health and Family Welfare Department.

Selection process:

Send your application by 4th February 2003 specifying the state for

which you are applying, along with a short essay in English (not

exceeding 250 words) explaining your suitability for the position.

Applications not accompanied with the essay shall have to be

disqualified. Mobility across states is desirable and candidates must

be willing to relocate to contiguous states. Responses will be sent
