remember meeting you soon after your taking over as the PD of NACO

several years ago. You have truly transformed the NACO and we thank

you for your leadership and the vision you had for India.

to ensure that prevention is liked to CARE that includes ARV.

Congratulations on being elevated as Secretary to the department of

Family Welfare. While we do feel happy for your elevation to this

high post I personally do feel sad that an officer of your caliber is

leaving NACO. It certainly is a great loss to NACO and to the

program. You had the grasp of the subject and the generosity to

accept suggestions and technical inputs from al of us and did it with

grace. We will miss you. I am happy that you will be available in the

department for any advice and suggestions. We certainly would need

your guidance and experience to see us through this epidemic of

HIV/AIDS.

I have seen the NACO before Mr. Rao took over and after he took over.

He has managed to he open the walls of bureaucracy, get people to

work together, get ngos and government work in tandem, all of which

are great path breaking strides. Hats off to Mr. Rao for all the good

work.

I wish him the best and I hope his expertise is not lost to those who

are suffering from the virus.
