Makes me wonder why we are insisting on names of those testing

positive. Where is the issue of confidentiality and who will ensure

that pre and post counseling takes place? Besides these issues, who

are we testing, those who migrate from the state to work outside, to

earn a livelihood and sustain their families, or those who remain

behind and are victims of circumstances? Instead of testing why not

address the issue of education and services availability for the

people.

Every district from Bihar would be a case in itself for

HIV/AIDS. Next what about the place where they stay for 10-11 months

of the year. Its a cycle and where do we intend to put the spoke to

break it and start action for change? Let SACS think prior to taking

such steps as testing and names exposure. Hope all segments of people

get exposed and maybe we see who are more vulnerable, those out of

choice or circumstances? Maybe this may give them access to drugs -

free from the SACS. Lets wait & watch what happens and when the lists

show up.
