Declaration on Gender and HIV/AIDS

" Women at Barcelona " is an international coalition of scientists,

researchers, activists, service providers and HIV+ women that is

coordinating a series of events and initiatives to highlight gender

issues and build women's visibility at the International AIDS

Conference this July.

We are building an international working group to draft a Declaration

on gender and HIV/AIDS to highlight critical issues. Part of this

Declaration will also be an agenda for action as we look ahead to

Bangkok and the next International AIDS Conference in 2004. We write

to invite your participation in this collaborative process – via email

over the coming months and during the International AIDS Conference in

July.

In order for us to respond to the concerns and demands of women

around the world, we ask that you respond to the following questions:

1. What should women be calling for at and beyond Barcelona? (Please

suggest strong messages that can be disseminated at the conference.)

2. What are gender-based inequalities/concerns that are responsible

for the spread of HIV infection in your country or region?

3. What are gender-specific interventions that can reverse or

stabilize the HIV/AIDS epidemic in your country or region?

4. What rights with special relevance to women and girls should be

advanced in the Declaration?

5. How are these demands and rights realized? (Are there enforcement

mechanisms that have been successful in your country or region?)

6. Are there national laws or policies that should be highlighted?

7. What international conventions and regional declarations should be

incorporated?
