IDHS Names Veteran Human Service Professional to Head the Division of

Developmental Disabilities

CHICAGO – Illinois Department of Human Services (IDHS) Secretary

R. B. Saddler today announced the appointment of T. Casey as the

new Director of the Division of Developmental Disabilities.

“I am pleased to announce the appointment of such an experienced

public servant to lead the key division serving people with developmental

disabilities,†said Saddler. “His knowledge and expertise in budgets,

planning and administering state and federal regulations will be invaluable

during these challenging economic times.â€

Casey began his career as a special education teacher 41 years ago,

and served in a variety of developmental disability service roles, including

executive director of the statewide Disability Rights Network in Pennsylvania

from 1989 to 2003. Most recently, Mr. Casey served as deputy secretary with the

Pennsylvania Department of Public Welfare from 2003 through early 2011. He led

the Office of Developmental Programs, including service programs, business

operations, and contracting with outside community organizations.

Mr. Casey holds a Bachelor of Science in Social Sciences and a

Masters Degree in Special Education from Illinois State University. He starts on

August 29 and will be based at the IDHS headquarters in Springfield.
