This is a very legitimate question, though I find it interesting that the question is from someone who does not identify him/herself, and that no attempt has been made to contact me or the other chairs of 6th ICAAP for a response. The situation is this (please publicise widely and feel free to post on the net): The IAC of 6th ICAAP made a decision in mid-2001 as to how profits from the Congress would be disbursed. Half would go to ASAP, whose survival helps ensure future ICAAPs, with the remainder divided amongst other regional community co-sponsors. As it happened 6th ICAAP struggled to break even. The events of September 11 cost us a great deal, not only in terms of cancelled registrations but also in the loss of certain airline deals for speakers and scholarship holders, and the loss of late registrants as travel became difficult and was perceived as dangerous. (At least one big US-based organisation instructed its staff that they could not attend ICAAP as a result.) Negotiations over some outstanding money issues dragged on all through 2002, and we have almost closed the books with a seeming profit of about A$10,000. This money is being lent to Kobe as was provided for early on, and as part of an obligation which was inherited by 6th ICAAP. I wish we had more money to distribute but we don't. I also wish that people who moderate web sites (in this case AIDS-India) would have the sense to ask for responses to such messages before posting them.
