Guest guest Posted January 21, 2003 Report Share Posted January 21, 2003 STATE NGO COORDINATOR The Ministry of Health and Family Welfare (MOHFW), Government of India, has been supporting NGO involvement in health and family welfare programmes, including Reproductive and Child Health (RCH), since early nineties. The Mother NGO (MNGO) Scheme introduced during the Ninth Five Year Plan aimed at increasing community awareness, and enhancing health seeking behaviour to improve reproductive and child health status. The MNGOs nurture and support small grassroots NGOs through routing of funds and provision of technical and managerial support. The MNGO scheme is strengthened in the Tenth Five Year Plan to respond to the needs of the community to access quality RCH services. The two major steps towards this are decentralized management of the scheme at the state level, and NGO involvement in RCH service delivery in areas un-served and underserved by government health infrastructure. Large NGOs with demonstrated experience in RCH service delivery called `Service NGOs' will also be participating. To facilitate effective management and implementation of the scheme, 20 State NGO Coordinators are to be appointed in the following states: (1) Andhra Pradesh, (2) Arunachal Pradesh & Nagaland, (3) Manipur & Mizoram (4) Bihar & Jharkhand (5) Chhattisgarh & MP (6) Goa & Maharashtra (7) Gujarat, Dadra & Nagar Haveli, Daman & Diu (8) Punjab & Chandigarh (9) Haryana & Delhi (10) J & K (11) Karnataka (12) Kerala & Lakshadweep (13) Orissa (14) Rajasthan (15) West Bengal (16) Tamil Nadu, Pondicherry, Andaman & Nicobar Islands (17) UP (18) Assam & Sikkim (19) Meghalaya & Tripura (20) Uttaranchal & Himachal Pradesh. Main responsibilities will include: · Participate in appraisals and selection processes of NGOs. Organize meetings of the Appraising State Level Committees as and when required. · Oversee budget plan implementation and timely disbursement of funds from State RCH Society to NGOs. · Ensure timely submission of project and financial progress reports by the NGOs and provide feedback, and prepare periodic reports for submission to state government, GOI and Regional Resource Centres (RRCs). · Undertake periodic field and monitoring visits as required. · Organize annual state level capacity building workshops for NGOs · Coordinate with RRC, technical and other resource institutes for capacity building requirements of the NGOs. · Liaise with Appraising and Evaluating Agencies for appraisals, monitoring and evaluation of NGOs. · Liaise with state RCH society, district RCH societies and other state government counterparts · Participate in policy developments related to the NGO Scheme. The ideal candidate will have: · Masters degree in Public Health/Social Sciences/Social Work. · 5-7 years of experience in progressively responsible professional work at national/state level in the social sector, health and gender development projects. · Experience of coordinating support, administration and management of projects. · Good understanding of emerging social issues, knowledge of and experience of working in the NGO sector, preferably in the context of health and reproductive health. · Strong facilitation skills, ability to analyse reports, plan and monitor projects · Good communication skills in English and local language including report writing and presentation · Proficiency in use of MS Office package independently. · Some experience in working with government systems will be an added advantage. Terms of Appointment: Initial contract will be for one year, extendable to three years based on performance evaluation and continuation of the Scheme. Honorarium will be Rs. 25,000 per month. Funds have been provided to Mother NGOs (MNGOs) in allocated districts. These MNGOs in turn issue grants to smaller NGOs, designated as Field NGOs (FNGO) for advocacy and awareness generation on key RCH issues. To date there are as many as 106 MNGOs participating in 439 district through around 800 FNGOs. The need has emerged to also encourage involvement of NGOs in service delivery, especially in areas, which are under-served or unserved by the government health systems. FNGOs and some MNGOs (with demonstrable models) could move from exclusive awareness related projects to RCH service delivery with appropriate interventions related to awareness. The guidelines of the MNGO Scheme in the Tenth Five Year Plan have accordingly been revisited to incorporate this strategic approach. The role of the MNGOs will be one of facilitator and manager of the project rather than a mere fund distributor. Measurable outputs and demonstrable results will be a primary focus of the Programme. The MNGO scheme is expanded to include those engaged in directly providing integrated services in an area co-terminus to that of a CHC/block PHC with 1,00,000 population (approximately 100 villages or more). They are called Service NGOs (SNGOs). In order to increase state ownership of the MNGO/SNGO Programme and to enhance partnerships between NGOs and the state government, a decentralized approach will be introduced. The state RCH society will be responsible for management and implementation of the Scheme. It will be responsible, on behalf of the state government, for selection of MNGOs, funds disbursement, capacity building, monitoring and evaluation of the MNGO Scheme. Linkages with the local government, other related government departments, and networking with technical and resource institutes will also be encouraged. Four national level NGOs are already serving as Regional Resource Centres (RRCs) for addressing the unmet need of NGOs for capacity building, networking and strengthening partnerships among NGOs and with state government and district authorities. This panel of RRCs is likely to be expanded and state specific resource institutes are also proposed to be identified. Service NGOs, servicing areas equivalent to that of a primary health center, will also be identified and will further the achievement of the goals of the MNGO Scheme in the state. A State NGO Coordinator will be appointed for each state. He/she will facilitate, on behalf of the state government and the state RCH Society, an effective management and implementation of the MNGO Scheme in the state. For this purpose, he/she will be expected to provide all the required managerial and administrative support. coordinate with the RRC/ARC for technical support.. The State NGO Coordinator will also be a coordination point responsible for liaising with all relevant counterparts. Specific duties and responsibilities will include: · Participate in appraisals and selection processes of NGOs, both MNGOs,FNGOs and SNGos. Organize meetings of the Appraising State Level Committees as and when required. · Oversee budget plan implementation and timely disbursement of funds from State RCH Society to MNGOs and from MNGOs to FNGOs. · Ensure timely submission of project and financial progress reports by the MNGOs/SNGos . · Review and provide feedback on all periodic progress reports (both financial and performance related) submitted by Mother NGOs and share with relevant bodies. · Undertake periodic field and monitoring visits to MNGOs and selected FNGOs. · Prepare half yearly and annual reports on the MNGO Scheme for submission to state government, RRCs and GOI. · Organize annual state level capacity building workshops for MNGOs and FNGOs · Coordinate with RRC, technical and other resource institutes for addressing the capacity building requirements of the NGOs. · Liaise with Appraising and Evaluating Agencies for appraisals, monitoring and evaluation of the NGOs. · Liaise with/identify Service NGOs and other NGOs implementing innovative programmes, for strengthening MNGO Scheme. · Liaise with other members of state RCH society and relevant district RCH societies for effective management and implementation of the MNGO Scheme · Liaise with other state government counterparts (especially health and family welfare, women and child, rural development), office of Regional Director, district officials, PRIs for an effective management and implementation of the MNGO Scheme. · Participate in all policy developments related to the MNGO Scheme and participate in meetings organized by the GOI for the same. Qualifications: Masters degree in public health/social sciences/Social Work. 5-7 years of experience in progressively responsible professional work at national/state level in the social sector, health and gender development projects. Good understanding of emerging social issues, knowledge of and experience of working in the NGO sector, preferably in the context of health and reproductive health. Reporting: The State NGO Coordinator will be reporting to the Secretary, State Health and Family Welfare Department. Tenure: · The initial contract is for three months, extendable to a year based on initial performance. Subsequently, the contract will be extended annually based on performance. Travel: The State NGO Coordinator will be expected to travel extensively in the state and districts/field. He/she will be provided staff vehicle or first class railway fare and TA/DA as per Government rules. Duty Station: The headquarters of the State NGO Coordinator will be the State RCH Society.
