Dear Ellen,

I am headed to Dixon today to meet with advocates and

our friends at the Kreider Services while you read this message.

The Arc has provided extensive comments regarding the

development of a new Home & Community Based Waiver to Director Casey. I want to

thank all of you who submitted comments for consideration.

The new waiver will come at a time when the face of the

disability system is changing here in Illinois because of Governor Quinn’s

Rebalancing Initiative and the Ligas Consent Decree.

Overall we are looking for a new flexible disability

system that honors individual choice based upon need and individual budgets,

focusing more on employment and having a greater variety of community living

options.
