Accredations for setting up new testing labs

Dear Forum subscribers,

I wonder if some of my doubts could be cleared?

Is there any legislative or other requirements by NACO/State agencies to

register or inform them for

a) setting up a lab facility offering HIV testing - E/R/S / WB /CD4

counts

any accredition facility who certifes the trg given to counsellors -

do they need to registered with the state AIDS Control Cells. Are there

any standard courses/syllabi/trg institutes for counsellors in India.
