National Programme Officer. Organization: UN-AIDS

Duty Station: New Delhi

This vacancy is open to applicants of either sex. Preference will be

given to equally qualified women candidates.

Duties and Responsibilities :

Working under the supervision of the CPA, the National Programme

Officer will:

* Provide support to the Virtual team (VT members are currently

placed in different UN Cosponsors and have a primary role in

mainstreaming HIV within their respective agencies and sectors)

including coordination of the VT meetings, support in developing of VT

member work plans, review of VT technical inputs required and

facilitating fund flow for VT activities

* Provide information support to the UN system including

technical updates on HIV/AIDS issues and sectoral impact, organize

orientation programs for the UN staff on HIV/AIDS and mainstreaming

HIV; collate information from the different responses by UN system and

document and disseminate the same

Support in the implementation of the Advocacy strategy ? The UN

Theme Group on HIV/AIDS has developed an advocacy strategy which is

currently being implemented by the Advocacy Advisor, UNAIDS. The NPO

will assist the Advocacy Adviser and the CPA in identifying and

expanding the advocacy opportunities and by providing support in

technical areas.

* The UNAIDS Secretariat provides technical assistance to

the National AIDS Control Program. The NPO will facilitate provision

of technical assistance to the national program including State AIDS

Control Societies as and when requested

The CHARCA project is to be implemented by the UN System in 6

districts and will be headed by a national project coordinator. The

NPO will provide backup support to the implementation of the CHARCA

project

The NPO will support the CPA and his team in developing

proposals, coordinating meetings and advocacy efforts as assigned by

the CPA from time to time

The NPO will represent UNAIDS at meetings and events as assigned

by the CPA from time to time

The NPO will be responsible for writing quarterly progress

reports for the UNAIDS India office

*

Will work closely with the UNAIDS Virtual Team and the Focal

Points; with the National

AIDS Control Organisation; with the UN Theme Group on HIV/AIDS;

with the Resident

Coordinators Office on issues related to the CHARCA project

Qualification requirements :

Knowledge and Skills:

Postgraduate degree in Development/Social/Behavioural Science or

Public Health. Thorough understanding of issues related to HIV/AIDS

epidemic; knowledge of UN system organizations will be an advantage.

Strategic Information Management skills, including strong analytical

skills. Excellent professional communication and advocacy skills both

verbal and written with some experience in public and media relations.

The ability to mobilize constitutencies and gain the commitment of a

variety of partners is key to the success of the functions.

Cross-cultural sensitivity, sensitivity to HIV/AIDS and teamwork are

core competencies of the UNAIDS Secretariat. Ability to establish and

maintain relationships with a broad range of people, encouraging and

promoting involvement and commitment. Demonstrated achievements in

strategic planning and management of activities at country level as

well as the ability to initiate and implement creative responses to

national issues. Must have demonstrated competence in managing

multi-tasking and a broad range of professional priorities.

Experience:

Extensive experience (over ten years) in managing and implementing

development cooperation programmes, including field experience with

demonstrated achievements working with

government/NGOs/Cosponsors/bilaterals at a senior level in India.

Thorough understanding of issues related to HIV/AIDS epidemic;

Knowledge of the UN system organizations will be an advantage. The

candidate should have experience for a minimum of 8 years on HIV/AIDS

or other development programs.

Languages:

Full proficiency in written and spoken English essential and knowledge

of one or two Indian languages would be an asset. Must be free to

travel within India.
