This is a complex question that requires extensive dialogue. India being a vast country with varied prevalence rates and different geographical needs, we need to have a dialogue with larger civil society with regard to gaps in current National Policy and Creative Strategies to fill those gaps. Prior to organizing face-to-face consultations with the civil society, it will be important for us to begin a dialogue on the following aspects. Please take few moments and comment on the following. It is very important to hear from all the sectors of the civil society even it is brief. ** ANONYMOUS POSTINGS ARE ENCOURAGED. We ensure that we keep your identity anonymous if you wish to. ** WE NEED TO HEAR FROM FAR AND WIDE FROM ALL THE SECTORS, even from the government sector. We know there are many visionaries working in various SACS offices and also at the NACO office. *** If you represent an organization, and don't /can't write on behalf of the organization, you can send us your individuals views. **** We also encourage people from overseas who are working in India to respond to these questions. We would like to encourage various networks to send us your comments (e.g. Positive Networks, sex workers networks, MSM networks, INN etc ) [FYI: Civil society comprises of NGO, CBO, and Networks of People Living with HIV, Private Sector, Pharmaceutical Industry and Non-Governmental academia] Following are the questions, which we need to hear from each one of you. 1. What are the gaps in current prevention, care, support and treatment strategies? You can comment on National, state, district or village level in government, non-government and private sectors. You can comment on a specific issue you work on or you would like work on. It is crucial to hear from various states and various target groups, so please take some time to answer this e-mail. 2. What are your specific suggestions on how civil society can be brought together at the national and state levels or in a particular area? 5. What are the major hurdles in working together within civil society? Suggest strategies wherever you can to overcome these hurdles. 6. Do you suggest civil society networking at the state or national level or by area of work or all three? 7. What is the responsibility of the private sector, which is yet to be, involved actively in HIV/AIDS activities? 3. How to move forward with regard to antiretroviral treatment in government, non-government and private sector? 8. What are the unattended critical driving factors of the epidemic, which we have overlooked?
