The details are fuzzy for a few people (like the numbers for YRG) but for the most part, it is correct. There are fax numbers for each of them, which is not there on this list. If you would like those, please get in touch with me. While I would encourage all of you to seek out the CCM members for submitting your proposals, may I point out a few things? The CCM was meant to be a process of consultation and collaboration between the National Governments, and private players to develop comprehensive, results oriented strategies and programs for funding by the GFATM. In India, and in the rest of the countries, but for a few exceptions, this has not happened. The allocations in the first round speak for themselves. The Indian CCM does have 5 NGO representatives, who are supposed to articulate the voice of the NGO sector in the CCM. If the NGO sector does not feel adequately and widely consulted, these 5 would have to own up responsibility for the feeling, and do something about it. The same is true for the corporate sector with its own representatives. At a meeting which had been organized for the CCM members to meet with the NGO's and the corporate sector on the 21st of August in New Delhi, none of the NGO, Corporate or government sector representatives turned up with the exception of the ICMR representative. The UN agencies were present and perplexed at the situation. A letter to the CCM has not been responded to by the Chairman of the CCM. Instead, we have a statement by our Hon. Union Minister for Health at Jakarta stating that India requires more support from the GFATM than the $8 million it has given. In the eyes of the GFATM, the process of consultation and consensus building is as important as the quality of the proposals. Sadly, this idea seems to be lost on a significant majority of the CCM members, and the planners in the GOI. As a result, we can confidently expect the same token grants to India as in the first round. In the process of writing up proposals, please keep the following in mind: 1. That your program is part of the overall strategy in the state / region / country. Ie: The SACS / TB officer / Malaria Officer are aware of the program, and it has their concurrence on the need and fit for the program. 2. That it brings in more players together in cooperation, than being a stand alone giant. 3. That it has extremely good Monitoring and Evaluation tools built into it. The focus is on results, and achieving it as efficiently as possible. 4. That there is no upper ceiling on the funds requested. If it is a feasible program, by its own admission, the GFATM is committed to backing it up, even though it might be in phases. 5. That once the proposal is written up, it has to pass the scrutiny of the CCM (how that happens is your guess and mine. All I can say is God and they know!), which takes time. Effectively, that means the time is up for this round. There is a third round of funding (hopefully!) to be coming up in April next year, with submission dates about 6 weeks prior to that. Work up to that, with constant pressure on the CCM and the Nodal officers for the 3 diseases to include you in the process of forming the proposals. Start now. Remember: If we don't ask, we don't get. If we don't ask, there is no pressure on the fund to increase its kitty by asking donor countries for funds. It is a two way street. We have to ask for better proposals in order for the Fund itself to get replenished. This is a good opportunity globally, something that we should not squander away because of the way we tend to function in this country. I feel you have jumped into some hasty conclusions on the functioning of CCM, which is unfortunate. In spite of various constraints and keeping in view it is a very a very short period when CCM started functioning. CCM has done its best to involve related Government Departments and functionaries, respected & responsible voluntary organizations and the private sector to ensure that the Global Funds are appropriately and optimally utilized in India. Through a number of meetings, a process of future shortlisting of the projects for consideration at the CCM has been evolved. A clear perspective of India on three priority areas of Global Fund, i.e. Tuberculosis, Malaria and HIV/AIDS is being developed based on national policies and priorities. Functioning of CCM and how various stakeholders can relate to it is being developed and will be on the Internet shortly. I am sure these developments will assure you and your colleagues that CCM will make maximum endeavour for a participatory response of all the sectors in meeting the public health challenges related to Tuberculosis, Malaria and HIV/AIDS. I am sure there will be scope of further fine tuning the process, which will take place as we go along. Your frustration regarding non participation of CCM Members in the meeting organized by you on 21 August must be seen from the background that CCM Members have their own organizations and personal commitments and they just can't be available for meetings without considerable notice. You should also feel reassured that in our own forum, we relate directly on a very regular basis with our more than 3500 Member Organizations, who are doing sincere work on these public health concern for almost three decade. I personally feel that instead of creating a parallel forum, you should encourage your associates to address their concerns and suggestions with CCM directly. I shall be personally interested to know little more about your forum.
