Urban Health Consultants Urban Health Positions An Urban Health Program initiative implemented by an international organization is seeking professionals for three positions to support and implement activities to improve child health among the slum-dwelling urban poor: Program Associate in Delhi and Program Coordinators in Indore (Madhya Pradesh) & Jamshedpur (Jharkhand). The Program Associate will have the following key functions: • Assist in coordination of tasks and deliverables of technical consultants, including preparation of terms of reference; • Assist in liaison with national and state govt. agencies, NGOs, academic institutions and steering committee to provide direction to the program; • Provide support to urban health advocacy efforts; • Plan and organize capacity building programs on programmatic and technical areas and cross visits for partners and local staff to existing urban health programs in other cities; and • Assist with general program administration and prepare reports Requirements: Masters in Public Health or Social Sciences with three to five years of experience in coordinating health programs. An understanding of child health issues among the urban poor is required. Proven experience in the above functions is essential. Experience working with international agencies is desired. Excellent written and oral communication skills in English and ability to work under pressure are essential. Demonstrable computer skills, particularly in Microsoft Office are required. The Program Coordinators will have the following key functions: • Provide technical assistance in design and implementation of urban health activities with support to local govt. bodies, private sector, NGOs and other local agencies; •Provide city-level leadership, overall coordination and management of programmatic and technical activities of the city based program; • Oversee programmatic and financial monitoring of local grants and contracts; •Oversee financial and administrative management of program activities; and, •Conduct advocacy activities and networking among state- and city-level urban stakeholders. Requirements: Masters or Ph.D. in Public Health or Social Sciences. At least five years of project management experience in child health, preferably in slum settlements. Proven skill in one or more of the following technical areas is required: Behavior change communication, health information systems, monitoring and evaluation of health interventions, participatory approaches and social research. Experience in community-based programs and advocacy is essential. Knowledge of networks of NGOs, state / municipal governments and private health sector functioning and relevant professionals is desired. Experience working with international agencies is desired. Excellent computer skills (particularly in Microsoft Office) and fluency in Hindi and English is essential - spoken Bengali is desirable for the Jamshedpur post. Compensation: Remuneration will be highly competitive and based on qualifications and experience. Urban Health Consultants The Urban Health Program is also seeking short-term Technical Consultants to support and implement activities to improve child health among the slum-dwelling urban poor. A Masters in Public Health or Social Sciences with at least three years of experience in community based programs, preferably in urban slum-dwelling areas. Each of the positions requires an ability to coordinate work with a variety of stakeholders, and excellent written and oral communication skills in English and Hindi. Proven skills in at least one of the following technical areas are essential. • Training and behaviour change communication (BCC) Specialist: The Consultant will be responsible for compilation and review of existing training and BCC materials on child health. The Consultant would also develop a BCC approach to improve child health in slum settlements based on formative research. Knowledge of training and BCC approaches in child health, participatory techniques and proven experience in developing effective behaviour change communication packages for community-based settings are essential. • Health information systems Specialist: The Consultant will be responsible for conceptualizing and developing a plan to strengthen Health Information System at the municipal level. Such a system is envisaged for use as a planning tool for improving child health in the slum settlements. Demonstrable experience in developing HIS, participatory mapping and community based monitoring techniques are essential. Proven skills in developing and managing databases for planning purposes are essential. • Capacity building Specialist: The Consultant will be responsible for conducting an assessment of capacity building needs of the public sector personnel, NGO, CBOs and private health providers and developing an effective capacity building program for improving technical child health knowledge and programming capacity. Strong knowledge of technical child health issues, and demonstrable experience in designing and developing capacity building programs are required. • Program Development Specialist 1: The Consultant will be responsible for facilitating the design of mechanism(s) for effective linkages/coordination between health service providers, health managers and community-based workers for improving neonatal survival, diarrhea and other child health priorities in slum settlements at the ward level within municipalities. Strong knowledge of child health issues and demonstrable experience in working with state/municipal government officials, NGOs/CBOs, private-sector providers and other relevant professionals in community-based child health programs are essential. • Program Development Specialist 2: The Consultant will be responsible for developing a strategy to effectively involve the " informal " private-sector providers to improve child health in slum settlements of Indore. An understanding of lessons from private-provider participation in health programs in India or other developing countries is desirable. Experience in assessing the community, institutional, process, and financial and policy aspects of involving private partners in urban health programs, assessing and mobilizing partnerships through technical consultations, briefing papers and other approaches are essential. • Communication and Information Dissemination Specialist: The Consultant will be responsible for preparing information dissemination material for wider dissemination in coordination with a variety of stakeholders in Indore. Knowledge of child health issues, community based health programs and an ability to convert complex issues for a wider audience is essential. Demonstrable experience in writing and managing technical newsletters is essential. Ability to work with NGOs, CBOs, state/municipal governments and private health sector functioning and relevant professionals is also essential. • Health Policy Specialist: The Consultant will be responsible for developing policy recommendations based on a review of the Government of India and state level urban health policies pertaining to slum settlements. Knowledge of, and experience in, analysing child health data and programs of the Government of India at the national, state and local levels, and its implications for policy formulation are essential. A high level of understanding in analyzing policy issues is required. • Program Assessment and Documentation Specialist 1: The Consultant will be responsible for documenting lessons from current implementation of " best performing " urban health programs in slum settlements of Indian cities. The Consultant should have demonstrable experience of working with slum populations and of assessing slum-based health programs in neonatal survival, diarrhea and other child health priorities, based on a qualitative assessment of community, institutional, process, financial and policy indicators. Experience with participatory approaches and analysis of data are desirable. • Program Assessment and Documentation Specialist 2: The Consultant will be responsible preparing a Situation Analysis of Urban Health through documenting the status of health of the urban slum dwellers and the challenges and opportunities for effectively addressing child health and nutrition among the slum-dwelling poor in Jamshedpur. The Consultant should be familiar with health programs in the Urban slum setting, and preferably also familiar with Jamshedpur/Jharkhand. The Consultant should have experience of working with slum populations and of assessing health programs. Familiarity with health information systems and good networking skills are required. Compensation: Remuneration will be highly competitive and based on qualifications and experience. Consultant positions are short-term based on the scope of work.
