Dear Friends,

This is in order to update you on the process undertaken by us at the

behest of NACO to draft a legislation on HIV/AIDS for India. As we had

announced some months ago, we began this process by conducting extensive

research on various issues that may require coverage by such a legislation.

This research has led to the drafting of Background Papers on these issues,

which are in the stages of finalisation.

As each Background Paper runs into several pages, we have condensed

the essence contained in them in the form of Abstracts. These are now available

on our website www.lawyerscollective.org. We have covered 19 topics that were

vital to examine before drafting the legislation (which is presently underway

and will also be available on the website shortly).

We do hope that you will visit our website and read these Abstracts.

We feel that it is important for all those who wish to be involved in

influencing the draft legislation and those who participate in the

consultations (whether through actual meetings or by sending your inputs and

feedback in writing) to read the Abstracts in order to inform themselves of

the basis for the draft legislation. Details of the Consultation Process shall

also be put up shortly.

The topics covered in the Abstracts are Access to Treatment, Blood,

Children, Confidentiality, Consent, Criminal Law & the Transmission of

HIV/AIDS, Discrimination, Injecting Drug Users, Insurance, Media, Men who

have Sex with Men, Mother to Child Transmission, Prisoners, Quacks,

Research I: Key Issues in HIV/AIDS Research, Research II: Regulation and

Ethics in India & Developing Countries, Sex Work, Sexual Violence and Women.
