The National AIDS Control Organisation, India directs and coordinates the implementation of the National AIDS Control Programme, which is globally the largest National AIDS Control Programme. We are witnessing an increasing number of multilateral and bilateral organizations, national and international NGOs, registered societies, public and private Trusts and Foundations demonstrating interest and involvement in the response to HIV/AIDS. This is certainly welcome. However, there appears to be no mechanism to coordinate the efforts of these agencies. We need to ensure that there is zero duplication of interventions, projects, and financial resources. We need information sharing and synergy among and between the diverse agencies. The National AIDS Control Organisation proposes a " Partnership Forum on HIV/AIDS " as a voluntary association of agencies/institutions involved in the prevention, care, support, mitigation, treatment, and research in the field of HIV/AIDS. Membership Members of the Partnership Forum could be: Any UN agency, which manages programmes, related to HIV/AIDS. Any bilateral donor agency that manages or supports an HIV/AIDS programme The national network of positive people An NGO/ Foundation/ Trust that manages HIV/AIDS programmes in three or more states The State Partnership Forums of NGOs implementing AIDS Control Programmes Any academic institution that conducts research into the bio-medical and social aspects of HIV/AIDS Any agency/ institution that has an HIV/AIDS budget of over Rs 1 crore per annum. Objective of the Forum The Partnership Forum will co-ordinate efforts of the different agencies/ institutions/ entities involved in the response to HIV/AIDS in India. Specifically it will aim at sharing information about the work-in-hand with different agencies; facilitate collaboration, and develop a joint programme for planning, implementation, monitoring and evaluation of the response to HIV/AIDS in India. Obligations of the members By becoming a member of the Partnership Forum every agency agrees to: Share information regarding the scope of work carried out by them, the geographic location of their projects, the partners working with them, period of activity and their respective budgets. This information will be updated at the Secretariat of the Partnership Forum to incorporate emerging profile of interventions. The Secretariat shall make this information available to the other partners. Collaborate with one or more partners on a specific project. The respective partners could enter into an MOU. Details of the joint programme shall be made available to other partners. Participate in a joint planning process. Wherever a joint programme for planning, implementation, monitoring and evaluation can be developed, the partners will participate in the development of such a programme. The National AIDS Control Organisation welcomes expressions of interest from organisations interested in joining the Partnership Forum.
