This vacancy is open to applicants of either sex. Preference will be

given to equally qualified women candidates.

Background

The UNDP REACH Programme works towards containing the spread and

impact of HIV/AIDS in the region through integrated responses that

promote gender equality, poverty reduction and good governance. It is

designed to advocate for policy change and build commitment among key

stakeholders in the region to address HIV/AIDS as a development

issue, to strengthen knowledge and capacity for a sustained and multi-

sectoral response linking livelihoods, gender and HIV/AIDS issues and

to protect the dignity and human security of people infected and

affected by HIV through strengthened governance. The programme works

in partnership with governments, bi- and multi lateral agencies,

civil society organisations and the private sector in 14

participating countries: Afghanistan, Bangladesh, Bhutan, China,

Democratic People's Republic of Korea, India, Iran, Maldives,

Mongolia, Nepal, Pakistan, Republic of Korea and Sri Lanka. It

promotes and facilitates dialogue, sharing and learning between

countries of the region, complements existing national initiatives

and generates new and innovative responses to HIV/AIDS, building

partnerships between various stakeholders at the regional and global

level.

Major duties and responsibilities

The Deputy Programme Co-ordinator will work under the direct

supervision of the Programme Co-ordinator. S/he will provide support

to the day to day programme management and oversight of the

implementation of major programme activities. The incumbent shall be

responsible for the following tasks:

Assist the Programme Co-ordinator in all programme related activities

and management issues as appropriate; in the absence of the Programme

Co-ordinator discharge of her/his duties as officer – in – charge ;

Overview the development of proposals, contracts and agreements with

partner agencies, networks, other institutions and individual

consultants for conducting various activities such as baseline

studies, issues papers, small applied research projects, workshops or

pilot activities;

Contribute to the development and implementation of strategies aimed

at integrating HIV/AIDS into the developmental activities of UNDP in

participating countries, as appropriate;

Facilitate identification and organisation of training and other

capacity building activities and monitor implementation of contracts

and agreements; commission and overview the management of small

applied research and pilot projects;

Liase with, and facilitate networking and communications between

project partners and with other stakeholders, including governments,

as guided by the Programme Co-ordinator; provide assistance to the

Project Co-ordinator in developing working relations with donor

agencies and UN system agencies and involve them, along with

government, civil society and other partners in various aspects of

the programme

Facilitate individual and multi-stakeholder consultations, both

informal and formal to discuss and plan collaborative and networking

mechanisms, as well as strategies for the programme;

Supervise and assist programme staff in development of workplans, and

ensure that programme staff adhere to workplans in timely and

efficient delivery of quality products and achievement of targets and

results; directly supervise the work of financial, administrative and

other support staff;

Review, and where appropriate, help finalise documentation as well as

all programme related publications eg. research findings, study

reports, seminar papers etc.;

Oversee financial and administrative functions of the programme

including overseeing budget management, accounting and financial

reporting to headquarters as well as direct supervision of finance

officers and DEX co-ordinator of the REACH programme

Ensure that a database is maintained of

individuals/institutions/organisations involved in various

development related activities of relevance to effective responses to

the HIV epidemic in the regions, and programme library maintained;

Assist in identifying and proactively mobilising external resources

for the programme;

Represent the programme in various national, regional and

international fora as appropriate;

Carry out other activities as may be assigned by the Programme Co-

ordinator and keep her/him informed and apprised of progress and

programme related developments.

Qualification requirements:

Educational Qualification: Minimum Post Graduate level university

degree in a related field such as social sciences, community

development, community health, law, policy, public or business

administration.

Experience:A background and significant experience of 8-10 years in

the areas of policy analysis, programme planning and management and a

significant understanding of the social and economic dimensions of

HIV/AIDS. Experience in multi-sectoral programme development; Good

understanding of the Asia and Pacific region. Special preference will

be given to candidates with regional/ international experience;

familiarity with the UN system and other international development

organisations an asset.

Knowledge & Skills: Strong management and negotiation skills; proven

training, facilitation and communication skills; Understanding of

financial management issues; Ability to work independently and as a

team player in a multi-cultural environment; Working knowledge of

computers including MS Office package, essential.

Language: Proficiency in spoken and written English essential.

Knowledge of other regional language(s) will be an asset.
