My own experience in the government offered many proofs that the power to

define a problem also grants the power to define a problem away. Depending

on how you define 'autism' or 'immune reaction' or 'adverse vaccination

reaction' you can make the figures come out any way you want, assuming

you're not interested in actually trying to get an accurate handle on the

problem. I could write a study proving there's been no terrorism in

Northern Ireland, just by defining terrorist acts as normal criminal

activity or political protests. Doesn't solve the problem, but it makes

everything look nicer. Just don't look under the rug.
