Guest guest Posted November 3, 2003 Report Share Posted November 3, 2003 Dear All, While we were very happy to post the encouraging police circular memo, it appears to us from the spate of congratulations we are receiving, that the members have perhaps thought that the circular was in some ways a result of our lobbying. The circular is clearly an outcome of a State level discussion on combating trafficking in women by a committee specially constituted for the purpose. Senior IAS / IPS officers along with representation from two NGOs form the committee. We wish to state that we were merely circulating the memo about which we came to know from a regional daily. We then contacted friends at LEPRA India, Hyderabad, and they faxed a copy to us. This is to clarify as well as to give credit where it is due. The last we heard about this memo is: An NGO from Kakinada, AP went and showed the copy of this circular to the local policeman. He was simply told that people from AC rooms would write anything, but it is not up to them to necessarily follow them. The circular memo talks only about sections from the ITPA. Police are resorting to the misuse of sec 294 IPC (obscenity in public places). In our thanks letter to the Addn DGP we had informed him about the abuse of 294 IPC. This is just to knock ourselves out of our reverie. That is also just to remind ourselves that a lot more remains to be done. India someone said is country of good laws but with bad leaders. R.
