Guest guest Posted November 7, 2003 Report Share Posted November 7, 2003 Dear forum, Staff selection process in the UN organs in India cannot be blamed solely to the local staffs. what we should remember is Indian administration is controlled by the the white elephants called bureaucrates - who are bitterly loosing their control over the administration as a result of changing scenerio of free market economy. the UN itself is promoter of free market and decentralisation. we all see how the UN organs had been fighting to chang the indian system since decades. Ultimately they are now functioning under the dictat of the bureaucrates whom they had been mandated to change. So, it is not a matter worth surprising when the UNDCP plans, implements and functions so as to please the Ministry of social Justice and Empowerment. Mr. Sunderji had given a braod understanding in this issue, and it was understandable why he does not respond to the core issue in which the UN system id falling prey now. When the consideration in solely on the professional competency, why there is such discripancy as selection of persons who had never been in the field, rather who had mismanaged the drug-AIDS situation in the region. Sunderji may also recall that drug abuse prevention works (though alcohol abuse prevention had been started in other parts of the country little earlier) AIDS prevention initiatives had been initiated and undertaking with remarkable progresses in the north east - the country is learning from the experience.
