On the other hand, this legislation can and will border the ridiculous. The bottom line is that they are going to throw this work at physicians because the FDA doesn't have time to do its job. And the real travesty is that M.D.s, in general, are poorly trained in nutrition and herbal treatments. In fact, unless recently trained or self studied, they're clueless.
