As of today, there is no provision to compel any doctor accepting a new patient. But if the patient is already under the treatment of a doctor and later on detected as SARS, he cannot refuse the treatment unless until he in ill equipped to tackle the case. But then in such cases, he will have to officially refer the case safely to the proper institution. In short he can wave off the patient on the grounds of incapability and not on the Grounds of SARS. 4. Ethically not as this is the professional risk. As soldier cannot refuse to attend the border where war is going on. But legally, we must check.
