Guest guest Posted October 11, 2003 Report Share Posted October 11, 2003 Performance assessment report for India - National AIDS Control Project Description: This project performance assessment conducted by the Operations Evaluation Department of the World Bank reports on the India National AIDS Control Project. The project's experience suggests a number of lessons that may be relevant in other countries, including: i) Building robust institutions for a national response requires substantial innovation and flexibility in implementation, ii) Epidemiological and behavioral surveillance provide key information to build support for the response where denial is high and the epidemic is otherwise " invisible " , iii) Projects that seek to enlist nongovernmental organizations (NGOs) to implement HIV/AIDS interventions need to carefully assess NGO capacity in light of what is expected, and to ensure continuous training and technical support, iv) When political commitment is heterogeneous in a decentralized system, channeling resources to effective programs in areas with higher commitment can serve as a powerful demonstration of the local feasibility of otherwise controversial programs, v) Targeted awareness and interventions for high-risk groups can be successful only to the extent that complementary efforts are launched to improve the environment for HIV prevention among these groups, vi)Campaigns to increase awareness of HIV/AIDS and promote changes in attitudes and behavior should be informed by local research in their design and implementation and in such a way as to reduce the stigma of people living with HIV/AIDS, and vii) Where most clients seek treatment for sexually transmitted diseases in the private sector, engaging private and even traditional, nonallopathic practitioners is necessary to ensure coverage and impact.
