1.Consultant (Research and Policy), UNODC ROSA

Background:

United Nations Office on Drugs and Crime, Regional Office for South Asia,

New Delhi is executing two regional projects for prevention of HIV among

drug using populations in South Asia, which are being supported by UNAIDS

titled AD/RAS/02/G23 'Networking for reducing risk-taking behavior related

to Drug Abuse and HIV/AIDS amongst young people in South Asia' and

AD/RAS/01/F90 `Mainstreaming HIV/AIDS Concerns in ongoing drug demand

reduction programmes in South Asia'. As part of project AD/RAS/02/G23 an

assessment of the situation and strategic information related to spread of

HIV/AIDS amongst young drug abusing populations and for mounting

evidence-based responses is available in South Asia, needs to be

undertaken. For this purpose the UNODC ROSA would like to hire the

services of a part time Consultant (Research and Policy), to serve as a

team leader for the project AD/RAS/01/F90 and coordinate the situation

assessment and policy issues for project AD/RAS/02/G23.

Duties and Responsibilities:

Under the overall supervision of the Regional Representative and in

coordination with the Senior National Programme Officer and the Programme

Officer Drugs and HIV, United Nations Office on Drugs and Crime, Regional

Office for South Asia and in close coordination with the competent

authorities for drug demand reduction and HIV prevention from Bangladesh,

Bhutan, India, Maldives, Nepal, and Sri Lanka, the incumbent will perform

the following duties:

1.Serve as the Team Leader and Coordinator for Project F90 and the

research components of the situation assessment planned under Project

AD/IND/02/G23. The Research and Policy Advisor will be expected to provide

technical backstopping for establishing the regional database,

finalization of protocols, Policy, Advocacy and Research Component. The

incumbent will also act as a task manager to ensure that all activities

are carried out to yield the desired outputs in the given period.

2.In collaboration with the UNAIDS Inter Country Team and the

national competent authorities, work out the methodology for establishing

a database and the working group.

3. Advise the competent authorities from the six countries in the

region for policy review and development. Ensure that the working groups

for policy dialogues for mainstreaming HIV concerns is established in the

participating countries and the dialogue is initiated.

4.Develop the methodology for the assessment of the situation

related to spread of HIV among young drug abusing populations. Based on

the methodology, develop instruments for data collection, analysis,

reporting for preparation of the final report.

5.Coordinate and organize meetings and training programmes necessary

for implementation of the activities under the two projects.

6.Oversee the progress of the various consultants and the

participating agencies.

7.The consultant will also be responsible for drafting of the final

situation assessment report.

· Coordinate the missions of the other consultants;

· Draft terms of reference for subcontracts and Special Service Agreements

· Undertake budget revisions;

· Prepare monthly, semi-annual, and annual project progress reports

· Undertake field missions as appropriate;

· Undertake any other activities as may be necessary to ensure the timely

completion of the planned activities;

· regional cooperation for mainstreaming HIV/ AIDS concerns in drug

demand reduction programmes in South Asia;

· Co-ordinate all the research and policy activities envisaged under the

two

projects;

· Ensure effective implementation of the project activities and provide

technical backstopping for finalisation of the protocols, database and

research design.

Advanced University Degree in Epidemiology/ Psychiatry/ Sociology/ Social

Work/Anthropology or equivalent education and training.

Experience: Minimum of 10 years of senior level experience in the field of drug

demand reduction and HIV prevention.

Knowledge and Skills: Strong Communication skills. Ability to draft reports and

papers. Computer literacy essential.

Languages: Excellent knowledge of English. Knowledge of other Indian language

would be an added advantage.

2. Consultant (Networking and Capacity Building), UNODC ROSA

Duty Station: New Delhi,

Duration: One year

Closing date: 10 August 2003

Background:

United Nations Office on Drugs and Crime, Regional Office for South Asia,

New Delhi, is executing a regional project for prevention of HIV among

drug using populations in South Asia, which is being supported by UNAIDS

titled AD/RAS/02/G23 'Networking for reducing risk-taking behavior related

to Drug Abuse and HIV/AIDS amongst young people in South Asia'. The

overarching goal of the project would be to increase the capacity of

community based structures and systems to undertake effective and evidence

based interventions in order to break the chain of HIV transmission in

drug using populations and to develop care and support programmes in

communities badly affected due to drug use and HIV/AIDS. For this purpose,

the United Nations Office on Drugs and Crime, Regional Office for South

Asia would like to have the services of a consultant as Networking and

Training Advisor, to serve as a team leader for the Project AD/RAS/02/G23.

Duties and Responsibilities:

Under the overall supervision of the Regional Representative and in

coordination with the Senior National Programme Officer and the Programme

Officer Drugs and HIV, United Nations Office on Drugs and Crime, Regional

Office for South Asia, and in close coordination with the competent

authorities for drug demand reduction and HIV prevention from Bangladesh,

Bhutan, India, Maldives, Nepal, and Sri Lanka, the incumbent will perform

activities related to networking and technical capacity building of NGOs,

CBOs, and peer educators for prevention of HIV amongst young people. The

incumbent will also act as a task manager to ensure that all activities

are carried out to yield the desired outputs in the given period;

2. In collaboration with the Research and Policy Advisor Project F90

and G23, the Team Leader will ensure the timely completion of all

activities envisaged under the project;

3. Ensure the establishment of regional networking mechanisms for

reducing risk-taking behaviours related to drugs and HIV among young

people in South Asia;

4. Ensure that experience and information is shared, advocating

effective approaches to prevent HIV/AIDS amongst young drug users in the

region;

5. Identify, record and coordinate the publishing of a compendium of

existing good practices of preventing HIV risk among young drug users;

6. Disseminate data from research and best practices in the region

among key stakeholders and service providers in the region;

7. Facilitate the regional study tours/on the job placements for

representatives of NGOs and CBOs for developing a South Asian response to

HIV/AIDS prevention amongst drug abusers;

8. Draft and disseminate a quarterly regional newsletter;

9. Develop technical capacity building tools including manuals and

facilitator's manuals;

10. Coordinate and organize meetings and training programmes necessary

for implementation of the activities under the project;

11. Oversee the progress of the various consultants and the

participating agencies;

12. The consultant will also be responsible:

· Coordinate the missions of the other consultants

· Draft terms of reference for subcontracts and Special Service Agreements

· Undertake budget revisions

· Ensure effective implementation of the project activities and provide

technical backstopping for finalisation of the all the activities

envisaged in the project

· Undertake field missions as appropriate

3. Project Coordinator, Northeast India, UNODC ROSA

Duty Station: Shillong, Meghalaya

Duration: One year

Closing date: 10 August 2003

Duties and Responsibilities:

Under the supervision of the Regional Representative and in coordination

with the National Programme Officer and Programme Officer HIV & Drugs and

other technical officers, the Project Coordinator will be responsible for

implementing activities on drugs & HIV related projects in the North

Eastern States of India planned under the UNODC ROSA and the Ministry of

Social Justice and Empowerment. In particular, the Project Coordinator

will perform the following tasks:

· Prepare draft workplans to produce the outputs of the projects;

· Ensure timely papers on matters concerning project implementation for

the

Advisory Committees;

· Establish the project base for outputs to be produced by UNODC in the

north eastern states and manage its day-to-day operations;

· Oversee the development of the projects' resource base;

· Establish a roster of national experts to be recruited as resource

persons

for training, surveys, technical inputs, etc;

· Assist international and national consultant(s) in their technical

advisory missions;

· Organize and oversee the implementation of surveys and studies foreseen

in

the projects;

· Draw up draft criteria for the selection of NGOs and CBOs to serve as

CECs;

· Organize training and orientation courses seminars and workshops

envisaged

within the projects;

· Identify equipment needs and initiate procurement;

· Ensure full documentation of all activities and outputs in order to

facilitate the evaluation of the projects;

· Prepare monthly progress and project expenditure projections and report

actual expenditures to UNODC;

· Prepare draft semi-annual progress reports for submission to UNODC;

· Prepare draft reports required for tripartite review meetings;

· Prepare the draft terminal reports of the projects.

Educational Qualifications: A Postgraduate Degree in Medicine,

Psychiatry/Sociology/Social

work/Anthropology.

Experience: At least 7 years work experience in the area of Drug & HIV related

issues. Experience in a UN administered project and work experience in

the North Eastern States of India is essential.

Knowledge and Skills: Working knowledge of computers especially word processing,

spreadsheets

and presentations; Familiarity with Internet required. Ability to use

grassroots evidence for advocacy purposes and developing projects; Should

have excellent communication and conceptualization skills; People

management skills; Willingness to travel extensively.

Languages: Excellent knowledge of English, including good drafting skills.

Knowledge of local languages will be an asset.
