Diseases caused by fungal, chemical, and volatile organic compounds (VOC), are becoming a real problem. Let us, for the sake of brevity, call it ?Sick Building Syndrome.? For several years, people have become sick, some have died, and the authorities continue to turn a blind eye to the problem. This is doing, nothing short of, evading the inevitable. Our Country has a very serious problem, and it will have to be dealt with sooner or later. This brings me to my problem, and why I know that this is a serious threat to health. In May of 1995, I had to leave a job with the Federal Government. I was a Railroad Safety Specialist working with the Federal Railroad Administration (FRA). I worked in the Nassif Building - Department of Transportation (DOT) located at 400 7th St. SW in Washington, DC. I had worked in this building for 2 and ½ years. I became sick because of this building. I developed major depressive disorder (severe) while there, as a result. I WAS A CASUALTY! Let me be very succinct, concerning my life. I have always been able to do anything that I wanted to. I served my Country with distinction during the Vietnam Era, obtained a Masters of Business Administration Degree, and performed without any problems in the Railroad industry. That includes my time in the FRA. Following my 2 and ½ years working in the Department of Transportation (Nassif Building), I developed a Central Nervous System Disorder - Major Depressive Disorder Severe, Recurrent (without psychotic features). My life was ruined. I have struggled for the past 10 years to save my sanity. I am now on disability. I believe that the contamination of the Nassif Building, that came to light in late 1995, offers a unique opportunity to study the problem. I say this for the following reasons: ? The Nassif Building was truly contaminated with many vile and poisonous substances. ? Two of the four High Volume Air Conditioning Systems that supplied air to this 1.3 million sq. ft. office building were not working at all and the other two were only partially working. Fresh air was not being brought into the building and stale air was not being expelled. ? Fifty percent of the roof drains were leaking water into the building. ? Via the Freedom of Information Act, my Congressmen, and the office of the Occupational Safety and Health Administration, I have acquired large amounts of documentation to support all my claims. ? I know that I was harmed by the building. I have spoken with others working in the building at the time and know that others were also harmed. One lady even died as a result of this contamination. At least that is what many of her co-workers believe. I also do not doubt that. ? I know of several other employees that experienced health problems as a result of this building. I would like to propose that the Center for Disease Control undertake a study to determine the health effects of this contamination. A study such as this would go a long way in showing that contaminated buildings, do in fact, cause severe health problems. I previously mentioned that this building offered a unique opportunity. It is unique, in that, this ten story building that surrounds an entire block, was suffering from contamination of varying degree, and varying contaminants, and ten years have now passed. A study of the Medical Records of all employees at the time of the contamination, and now in the present would offer a gauge of whether or not ?Sick Building Syndrome? causes health problems. This opportunity will pass by if we do not act now. I would be grateful for the opportunity to present to you, the documentation in my possession and why I believe there is a problem.
