Dear Moderator,

AP bill for premarital HIV test should be considered as a negative

approach to tackle a major public health problem such as HIV/AIDS which

is not just a medical issue but also a socio-psychological-economic

issue.One of the objectives of the VCTC is to encourage people to

comeforward for testing and counseling without the of fear of stigma and

discrimination. What is more important is to bring a change in the human

behaviour towards sexual practices through positive approach rather

than passing bills. Any legal procedures will defeat the very purpose of

the current efforts of the NACO to combat this epidemic in a democratic

country like India.

I fully agree with Dr.S.Chatterjee with his views.

Let us move further with positive steps.
