Job Title:Program Manager

Level: Middle - Senior

Appointment Type: FIXED (2-year term convertible to long term open ended non

Background

After an evolution spanning over 33 years of institutional experience

In the near future we intend to project our India office as the regional

headquarters for Asia. India office has already expanded its project profiles

to countries like China and Mongolia. Therefore over the next few years

research, development and analytical work will be expanding in the private and

public health sector.

EPOS India is seeking Program Manager for our New Delhi office to be a part of

the core think tank for expansion of projects in innovative areas in the health

sector. Candidates should have a keen interest in conceptualisation and design

work, strategic thinking and entrepreneurial instinct. Candidates should be

prepared for frequent travel within the country and also to other Asian

countries to begin with.

Core Competencies

§ In depth understanding of the public health system in India

§ In depth understanding of the formal and informal private health

sector in India (allopathy, ayurveda, Indian systems of medicine, pharmacies,

laboratories, clinics, hospitals, etc.)

§ In depth understanding of the NGO sector in India

§ Expertise in developing qualitative research methodologies and

research proposals, including budgeting (Exposure to quantitative and

demographic techniques will be an added advantage)

§ Experience in developing project proposals / technical and financial

bids in response to project proposals on issues related to the health sector.

§ Experience in handling large scale research studies

§ Experience in qualitative data management and analysis (exposure to

quantitative data analysis will be an added advantage)

§ Experience in handling software packages for data analysis

§ Ability to develop policy frameworks

§ Developing effective methods of increasing the responsiveness of

health services to clients

§ Broad knowledge of reforms that are being implemented in India

Broad Terms of Reference

Program Manager will be expected to perform the following tasks:

§ Lead the donor-supported public health initiatives of EPOS India

§ Coordinate all the research initiatives of EPOS India

§ Coordination of request for bids and tenders from the governments and

donor agencies - this includes writing technical and financial project

proposals, identifying and empanelling short term experts for the implementation

of such projects, coordinate the implementation of all such projects in the

capacity of Principal Investigator / Team Leader / Project Coordinator as and

when required depending on the need of the project.

§ Preparing presentations on the short listed bids and making the

presentations with other team members to the concerned client / donors.

§ Developing concept notes on new areas with the mandate of developing

work profile in that area - this includes prospecting with different donors and

clients and help creating the need for the same.

§ Prepare reports, process documentation and papers for all such

initiatives

At EPOS India Terms of Reference usually evolves over a period of time depending

on the needs of the organization and interests and core competencies of the

staff, which we assure will also develop as time progresses.

Eligibility Criteria

§ Postgraduate degree preferably in social sciences, public health,

management, or related disciplines

§ Ten years of post qualification experience in the health sector, out

of which at least 4 years should be at a senior management position

§ Combined experience of working in the NGO sector, private sector and

on projects with the public health sector will be an added advantage

§ Excellent written and verbal communication skills in English

§ Ability to work as a team member and team leader in a multi cultural

environment with people from diverse backgrounds and experiences. A conviction

that a combination of roles as a team-leader and as a team-member is necessary

for successful completion of tasks and is the best way to learn and evolve

professionally

§ Strong analytical abilities and instinct for thinking " out of the

box "

§ Extremely high levels of commitment to work on the relevant issue

§ Long term commitment

§ Ability to work comfortably and independently on computers (MS Word,

Excel, Power point, spreadsheets)

§ Flexibility to travel within short notices to up to 60% of the total

time.

Compensation Package

Gross annual salary/fees: Rupees Six - Nine Lakhs depending on the background

and experience of the person.
