Hard to tell where bathroom fans are vented to. Usually in newer

construction they would go through attic to vent outside and lower

apartments I would imagine connect to upper apt vents at some point to carry

air onto roof. I doubt there would be more than one rooftop vent.

It sounds like a lot of water usage with hottubs etc. My guess is they

didn't plan well enough and don't have enough water coming into the complex

to handle all the usage. In order for a leak to effect water pressure, it

would have to be HUGE. It would be like an open water main or something.

It could be a combination of problems, like insufficient amount of water

coming into complex, poor planning on construction combined with leaks but a

leak generally would not affect water pressure. You feel a change in water

pressure when someone is taking a shower and another person is washing

dishes. You'd have to have a leak the size of a shower in other words. It

would show up someplace very obviously.
