The 35-unit building provides condominiums to local seniors at below- market rates, but residents say they have been struggling with water leakage and plumbing problems that stem from the original conversion in 1983. The cost of rehabilitation could top $1 million, and leaders of the association are pressuring the village to cover some of the repairs because they say Wilmette signed off on the original work and has acted as a seller in transferring units to new owners when they are sold. Village officials say the building is the responsibility of owners and the governing board they elect, but agreed to a moratorium on further sales for one month while the problem is studied.
