The settlement was reached this week for the people who live on Linden Avenue in Bloomington, said Mike O'Brien, their lawyer. The flooding happened after heavy rains in February 2003, leaving a foot of water in their homes. He said the case is notable because of Hurricane Katrina and the likelihood of lawsuits given the levee failures in New Orleans. The homeowners said the drainage system at the north end of Linden was not able to handle the heavy rains, which had caused at least four floods during 20 years.
