His anxiety could be traced, the documents suggest, at least in part

to complications that cropped up with an anthrax vaccine project he

was working on in the late 1990s, which drew complaints from some

Defense Department personnel who claimed the vaccine, which was

mandatory, made them severely ill.

" I think the **** is about to hit the fan bigtime, " one July 2000

e-mail message said. " The control vaccine isn't working. It's just a

fine mess. "
