Dear FORUM,

I have some questions on the issue of licensing sex workers.

1) Does licensing mean legalising the trade? What's the law?

2) Is there any study/survey/report which shows that licensing sex workers has

reduced the incidence of HIV and AIDS or STDs?

3) Who will enforce the rules eg. mandatory use of condoms? Will there be a

policeman accompanying every sex worker to see that rules are implemented?
