Guest guest
Oh gosh Winnie no, we are still in the thick of it and this bill is part of the larger political puzzle now. It really is a non partisan issue with fear as the driving force. It is being couched in terms of the greater good or public safety with the exemptors made out to be irresponsible, one ER doc testified that it would be unethical for an MD to sign off on an exemption (like in WA new law) because it is akin to child neglect. He testified that he had seen horrific things from childhood illnesses like necrotizing fascitis and said kids die all the time from vaccine preventable illnesses. He gave no numbers and his testimony like all themedical folks was anecdotal and emotional rather than to the facts. As for facts the numbers of vax and vax exempt were distorted by the very people who best know them. Very frustrating.Fortunately the legislators asked the questions and parsed out the numbers but this was a small committee of eleven people not the whole legislature. The bill to remove the philosophical exemption was amended in the Health Committee and has some thorny bits including a section where the parents sign a statement to the effect that we know we are putting our child and others at risk by choosing not to vaccinate. It also allocates 40,000 $ to the dept of health to do more education in pockets with lower vaccine rates. You can read it below,It goes next to the appropriations committee and is said to be likely for a vote before the full house on next week where it does if it does not pass and it goes into another committee of the folks who initiated the process to remove the exemption. Follow on FaceBook for day to day updates:https://www.facebook.com/pages/Vermont-Coalition-for-Vaccine-Choice/380959335251497From the mailing list:The VT legislature has spent countless hours examining a bill thatthreatens to remove our rights to say no to pharmaceutical products thatcarry with them no liability.Data submitted by the VT Dept. of Health did not support removing theexemption, nor did it demonstrate any sort of crisis to be addressed. Weall hoped the bill would die at this point; instead the House Health Carecommittee voted to pass an amended version of the legislation on to thefull house of representatives (more details below).Representatives Woodward, Pearson and Eckhart voted “no†to the motion topass it to the floor, because they saw there was no reason for S199.Please thank them. This bill will now go to the appropriations committee and then to the fullHouse of Representatives for a vote. If the House votes in favor of thecurrent version of the bill it will go to a conference committee betweenthe House and the Senate. Our understanding is that the conferencecommittee can do whatever they want with the bill at that point. This message is to let you know that The Vermont Coalition for VaccineChoice position has not changed. "*We need to preserve the philosophicalexemption for vaccinations in Vermont. Don’t fix something that is notbroken."*We are pleased by the fact that the the current version of the billmaintains the Philosophical Exemption. But we are very concerned that S199now aims to require parents to sign a statement that (s)he *“understandsthat failure to complete the required vaccination schedule places theperson and others at risk for contracting or carrying a vaccine-preventableinfectious disease.†*In other words, we are being asked to take on liability when vaccinemanufacturers have none. See full text of house version of the billhere: https://leg2.vermont.gov/sites/legislature/Committees/HCommittees/HealthCare/S199An act relating to immunization exemptions an/S_199_HHC_Amendment voted outon April 4. 2012.pdfThis amended version of the bill is not making a significant change, butasks parents to sign questionable statements, increases taxpayer costs andpaperwork, and completely sidesteps any discussion on vaccine safety. Thislegislation reinforces the questionable idea that philosophical exemptionsare risky, but vaccines are perfectly safe.Share the petition with as many of your friends as youcan<http://signon.org/sign/vt-vaccination-laws-preserve?source=s.em.cr & r_by=3296544 & mailing_id=3195>.It is not at all clear what will happen when this bill hits the floor ofthe house.
