Bangladesh has consistently maintained the odd combination of

generalized high-risk patterns coupled with extremely low

seroprevalence; however, a concentrated epidemic has now started

among injecting drug users (IDUs). CARE Bangladesh's HIV Program has

begun to aggressively expand its needle & syringe exchange program

targeting IDUs. Despite the impressive enrollment in this program,

the intensity of needle sharing has gone up. Addressing this issue

requires skills that CARE Bangladesh currently does not have;

therefore, we are looking for a Senior Advisor who would advise the

HIV Program Team on approaches and strategies for addressing this

issue.

Responsibilities include: staff management of 2 direct reports; the

set up of a robust method for mapping and estimating the

size/location of the IDU population as well as for tracking changes

in the prevelance of HIV within this population; the piloting of

methods to attain large-scale and consistent use of clean needles by

IDUs; the identification of culturally-sensitive approaches for the

rehabilitation/detoxification of drug users; and, the offering of

advice, training, and support to partner NGOs and CARE field offices

that are implementing HIV activities. Qualifications include: a

Master's in public health, social sciences, epidemiology, or

equivalent; 3 years experience in application of relevant social

statistical methods, as well as demographic data analysis and

qualitative data processing; 3 years experience setting-up and

assessing harm reduction schemes internationally; a working knowledge

of the set-up of rehabilitation and detoxification facilities for

substance abuse; and, the ability to translate complex demographic

and epidemiological research findings into messages that are

understandable to ordinary people.
