Patna, December 8 The Comptroller and Auditor General of India (CAG) has castigated the Bihar government for poor monitoring of implementation of the national AIDS control programme in the state. The CAG in its report said the programme, aimed at reducing spread of HIV infection and strengthening the country's capacity to respond to HIV/AIDS on a long-term basis, suffered mainly due to absence of monitoring. The report was tabled by the state government in the assembly on Wednesday. Physical progress of targeted intervention for high-risk groups and prevention of HIV/AIDS among the low risk groups was either nil or marginal, except in the case of condom promotion, it said. Blood banks lacked basic infrastructure facilities and no community centre was set up for low cost AIDS care. Besides, the institutional strengthening was also weak and inter-sectoral collaboration was absent.
