Guest guest
Andhra Prasdesh: Friday, 30 Jul 2004 CAG raps AP govt for poor monitoring of AIDS control programme Hyderabad, Jul 29 - Rapping Andhra Pradesh government for poor monitoring of AIDS control programme and under-utilisation of Central grants, Comptroller and Auditor General of India said it has failed to fix district-wise physical targets causing an increase in the number of HIV positive patients. " As a result of poor monitoring of centrally-sponsored national AIDS control programme, the incidence of HIV and AIDS has increased, " the CAG said in its report for the year ended March 31, 2003. The state AIDS Control Society paid little attention to the activities like delivery of condoms, strengthening of STD clinics, establishing voluntary testing clinics and upgradation of blood banks and care and support centres, the report, which was tabled in the Legislative Assembly today, said. Andhra Pradesh has the dubious distinction of ranking second in the country after Maharashtra in terms of HIV incidence. With four lakh HIV positive cases as of March last year, the state accounted for 10 per cent of the total cases in the country. Out of the total of Rs 76.31 crore released by National AIDS Control Organisation (NACO) from 1998-99 to 2002-03, the state Society had spent Rs 64.37 crore, the report said adding that there was no proper mechanism with the Society to ascertain the exact number of AIDS cases in the state. http://www.sunnetwork.org/news/regional/andhra/andhra.asp?id=10234
