UNDP/FT/2005/001 Date of Issue: 5 January 2005, Closing Date: 19 January 2005 Post Title: Programme Officer- Advocacy Organization: UNAIDS Country Office Post Level: ICS-8 (NO A) Type of Contract: Fixed Term Duty Station: New Delhi This vacancy is open to applicants of either sex. Preference will be given to equally qualified women candidates. Women who have been working in the UN System (i.e. agencies administered by UNDP) for at least one year under any type of appointment (ALD, Service Contract and SSA) will be considered as internal candidates. Background In India, UNAIDS provides support to the national program in building capacities of the states in strengthening their technical and managerial capacities and enabling access to appropriate resources. The Phase II of the National AIDS Control program focuses on building capacities within states for developing an effective multi sectoral response to HIV. The role will be in advocating with different key players, policy makers, political, social, cultural, religious leaders, media, and health professionals, corporate, government officials, the UN system, bilateral and communities in initiating an extraordinary response to HIV/AIDS. It is also to reduce stigma and discrimination of HIV/AIDS affected people and ensure that advocacy efforts do not lead to further stigmatization of those already affected Duties and responsibilities: Under the supervision and guidance of the UNAIDS Country Coordinator: 1. Support the NPO in strategizing the programme for a concrete advocacy action that tailors the response to the epidemic through leadership; 2. Facilitate identification of the gaps in knowledge, attitude, problems and needs for undertaking and supporting a comprehensive response to HIV/AIDS epidemic; 3. Assist in developing need based and area specific priority issues proposals for fund mobilization and implementation. Assist in seeking support, commitment and recognition from leaders from all walks of life, policy makers and decision makers and the general public about HIV/AIDS and the need for an extraordinary response to HIV; 4. Create awareness to the magnitude and seriousness of the problem and diminishing discriminatory practices; 5. Remove policy and other barriers to prevention and care activities as well as access to Anti Retroviral Therapy (ART); 6. Facilitate in enabling and sustainable action by enhancing leadership at the highest level; 7. Coordinate collation of relevant timely up-to-date information and facilitate documentation of Best Practices in Leadership & Advocacy and ensure dissemination; 8. Assess Information Education and Communications (IEC) material, reference support material and training needs as well as specific support requirements of different groups and develop advocacy concept papers, notes, updates, information networks; 9. Facilitate advocacy campaigns, meetings, workshops, seminars, orientation programmes for various leaderships including World AIDS Day and enhance media coverage through press releases, publications and IEC material; 10. Assess need based project proposals for addressing the issues of HIV/AIDS, mobilizing support and resources for a comprehensive response to the epidemic; 11. Involve UN Cosponsors in developing advocacy strategies and mainstreaming HIV/AIDS; 12. Prepare and monitor work plans. Educational Qualifications: Masters in Political Science or Social Science or related field. Experience: • At least three years professional experience in Advocacy, Media or relevant field. A thorough understanding of the HIV/AIDS epidemic • The incumbent must have a significant understanding of the National HIV/AIDS program and the social and economic dimensions of HIV/AIDS. Competency & Skills: • Communication and facilitation skills, sensitivity to UNAIDS policy towards people living with HIV/AIDS, networking skills and information sharing • Ability to work independently and as a team player in a multi-cultural environment. Working knowledge of computers including MS Office package, essential. • (The incumbent will interact with high ranking officials of NACO, Parliamentarian, Cosponsors and Ministry of health & Family Welfare, State AIDS Control societies and other key agencies) Languages: Excellent knowledge of English, including good drafting skills.
