Why India is not on US PEPPFAR List, Is it due to corruption?

Hi,

Yesterday there was a lecture in class about the Donor agencies.

One big agency is PEPFAR[presidency emergency plan for aids relief]given by the

US government.The names of various countries was their which are going to

benefitted from the US government but one nig name was missing -INDIA.

One of my colleague asked why India is not in the list? The answer of the

Professor was-India missed the chance because of the corruption,US government

found no motivation in the government of India for the AIDS.

The mistake is wihtin us only.
