Position Vacant: SENIOR PROGRAM OFFICER (Health- HIV/AIDS, AusAID)

General: The South Asia team in AusAID is responsible for the

delivery of the Australian overseas aid program to India by

assisting Government of India (GOI) to reduce poverty and achieve

sustainable development. It achieves this through a team-based

approach whereby staff in Canberra and in AusAID at the New Delhi

High Commission work closely together in policy engagement and

analysis, bilateral and multilateral engagement, whole of government

and sector planning and project management. AusAID New Delhi has a

particular responsibility to ensure that knowledge and understanding

of Indian policies and directions, local circumstances and local

agencies underpin program policies and delivery. AusAID New Delhi

also has responsibility for Australia's aid program in Bhutan.AusAID

New Delhi comprises an A-based Head (Development ation) and a

Program Support Unit made up of program officers and administrative

staff. The Unit operates under AusAID's guidelines for Program

Support Units.

Position Accountabilities: The purpose of the position, as a member

of the Program Support Unit, is to contribute to the achievement of

the objectives of the Australian aid program in India. The occupant

will be responsible for developing and maintaining an overall

perspective of development policies and initiatives in designated

focal states of India, including updating AusAID's knowledge of

development trends and operations of other donors. The occupant will

also be responsible for developing and maintaining knowledge of

designated development sectors in focal states, in addition to

having an understanding of those sectors across India and

internationally to the extent there is relevance for AusAID. The

occupant will be responsible for the operational management of one

or more AusAID sectoral activities. The occupant will be accountable

to the Head (Development ation).

Key Responsibilities: As part of a team, the position is responsible

for efficiently and effectively managing a portfolio of aid projects

and activities. While the present emphasis of the position is on

HIV/ AIDS projects, the portfolio may assume a more general

character in future years. To achieve the above, the Senior Program

Officer will:

(1) Manage the delivery of specific projects and activities,

including liaison

(a) with Canberra to ensure that prompt information is available to

the Desk;

(B) with multilateral agencies, contractors and consultants engaged

on the projects and activities, including (in liaison with AusAID

Canberra, as necessary) on matters pertaining to the interpretation

and amendment of project and activity contracts;

© with GOI and states' agency staff and other relevant

institutions regarding implementation of the projects and activities

(2) Undertake high level analysis and prepare factual and analytic

reports related to the Australian aid program, multilateral donor

activities, and other development issues in India and the South Asia

region

(3) Assist in supporting the whole of government approach to

development, including building effective relationships with other

agencies in the New Delhi High Commission as and when required

(4) Assist in developing the PSU annual plan

(5) Contribute to maintaining effective and efficient communication

that enhances team work within the AusAID office and between the

AusAID office and the Desk

(6) Monitor progress of activities under the Australian aid program

in India, including by undertaking periodic visits to programs and

projects in India to assess and report on implementation progress

(7) Participate as a member of design, appraisal, evaluation and

other project cycle teams, including in a technical role, if required

(8) Represent AusAID in relevant fora

(9) Prepare complex correspondence, written reports, briefings and

other materials

(10) Participate as a member of teams working on a range of thematic

issues

(11) Other activities as directedPortfolio responsibilities may vary

from time to time in response to changing work pressures/sector

profiles.

Reporting Arrangements: This position reports directly to the Head

(Development ation), but is required to work in close

collaboration, based on a team approach, with other PSU members.

Qualifications & Experience: Applicants should possess a post-

graduate degree in health, social sciences or management with five

to eight years progressively senior experience of implementing

health or related development projects in India. Exposure to working

with multi/bilateral agencies and/or leading INGOs, particularly in

the area of HIV/ AIDS interventions, is highly desirable.

Key Selection Criteria:

(1) Relevant work experience including demonstrated ability in

program/project management.

(2) Demonstrated ability to work with a minimum of supervision and

to exercise a high level of judgement

(3) Excellent written and oral communication skills

(4) Strong analytical and research skills

(5) Good understanding of the goals and dynamics of donor agencies,

particularly AusAID and United Nations agencies, and of India's

policies and directions

(6) Ability to develop and maintain a range of working and senior

level contacts in the government and private sector

(7) Proven ability to work as part of a team and to work under

pressure

(8) Computer literacy

Desired Work Experience: 5 to 8 years of progressively senior

experience

Compensation Offered: Gross remuneration of Rs. 670,000/- per annum,

plus benefits as applicable
