Global Fund signs first phase o $ 18.2 million grant with

Population Foundation of India to fight AIDS

Fund committed to supporting innovations from the civil society to fight AIDS,

TB and Malaria

The Global Fund to Fight AIDS, TB and Malaria (Round 4) today signed the first

phase of a 5 year 18.2 million dollar grant with the Population Foundation of

India. In its first phase, the grant will amount to $ 4.1 million dollars, and

will support activities by the Population Foundation of India and its core

sub-grantees INP+ (the Indian Network of People living with HIV/AIDS), Freedom

Foundation, Engender Health and the Confederation of Indian Industries to

provide care and support services to nearly 45,000 people living with HIV/AIDS

in 6 States. Over the five years, the project will reach out to nearly 137,000

people across these 6 States of India.

The objectivity will be to reduce morbidity and mortality associated with

HIV/AIDS and the transmission of HIV by combining care, treatment (including

antiretroviral treatment), prevention and support.

Population Foundation of India- Lead Partner - will be the Fund & Administrative

Manager of this project.

Freedom Foundation – Bangalore will be responsible for setting up its globally

acknowledged Prevention – Comprehensive Care and Support cross cutting thematic

centers and systems in the six high prevalence states of India. The Freedom

Foundation’s initiatives for this project will be additional to its existing

operations in the country. The Freedom Foundation is also one of the

implementing NGO’s for the Global Fund (Round-2) grant.

The Indian Network for people living with HIV/AIDS (INP+) will be responsible

for building and strengthening networks of people living with HIV/AIDS and

treatment adherence, especially at the district levels.

The Confederation of Indian Industry (CII) – advocacy with corporate sector

health facilities to provide ART services

“This is the first grant that the Fund has signed with an NGO in India. The Fund

is committed to supporting additional innovative projects that enhances India’s

fight against HIV/AIDS, TB and Malaria”, said Prof. G.A. Feachem,

Executive Director of the Global Fund. In addition to this grant, the Fund has

committed USD 414 million over the last 2 years to India through other approved

grants supporting programs in HIV/AIDS, TB and Malaria.

“We are convinced that HIV/AIDS needs to be placed in the Centre of development

thinking and activities today. Population Foundation is privileged to have as

partners NGO’s and an Industry body in the program to address this concern”,

said Mr. A.R. Nanda, Executive Director of the Population Foundation of India.

The grant is concurrent with another grant to the National AIDS Control

Organisation (NACO) to extend anti retroviral treatment to people living with

HIV/AIDS in the 6 States of Tamil Nadu, Maharashtra, Andhra Pradesh, Karnataka,

Nagaland and Manipur. “We are confident that the care and support provided by

this NGO sector led program will complement and enhance the quality of the

treatment services rolled out by the National AIDS Control Organisation”, said

Mr. K.K. Abraham, Vice Chair of the Country Coordinating Mechanism (CCM) for the

Global Fund process in India and the President of the Indian Network of People

Living with HIV/AIDS (INP+).

wonderful to note that the development perspective and the inclusion of people

living with HIV/AIDS in the project design and implementation has been

established in the GFATM-round 4, India NGO consortium project” said Dr. Ashok

Rau – Executive Trustee/CEO of The Freedom Foundation.

The Global Fund to Fight AIDS, TB and Malaria is aunique global public-private

partnership dedicated to attracting and disbursingadditional resources to

prevent and treat AIDS, tuberculosis and malaria. Thispartnership between

Government, Civil Society, the Private Sector and affectedcommunities represents

a new approach to international health financing. Thefund works in close

collaboration with other bilateral and multilateralorganizations to supplement

existing efforts dealing with the three diseases.The Global Fund has so far

committed US $ 3.1 billion to over nearly programs in127 countries.

Apart from a high standard of technical quality,the Global Fund attaches no

conditions to any of its grants. It is not animplementing agency, instead

relying on local ownership and planning to ensurethat new resources are directed

to programs on the frontline of this globaleffort to reach those most in need.

Its performance based approach togrant-making is designed to ensure that funds

are used efficiently and creasereal change for people and communities. All

programs are monitored byindependent organizations contracted by the Global Fund

to ensure that itsfunding is having an impact in the fight against the three

pandemics.
