The Avert Society set up to implement the USAID supported $41.5

million HIV/AIDS Project in Maharashtra is seeking applications for

the position of the Project Director. The Project Director will

provide overall direction and leadership to the Avert Society and be

responsible for achieving the project's vision and coordination with

other State and Central Government agencies.

The ideal candidate will have a Masters Degree in Social Sciences or

Business Management or Public Health (Post Graduate Medical Degree

approved by Medical Council of India) with a minimum of ten years

experience, of which at least seven years should be at decision

making level. Experience of working on donor funded health &

development projects in a multi stakeholder environment will be an

asset.

Remuneration: Range from Rs.7.5 lakhs-Rs.9.5 lakhs inclusive of all

benefits per annum depending on experience

Duties and Responsibilities:

The Avert Project was launched in November 2001, to reduce the

transmission and impact of HIV/AIDS in the state of Maharashtra. The

Avert Society was established to implement project activities,

working closely with the Maharashtra State AIDS Control Society

(MSACS), the Mumbai District AIDS Control Society (MDACS), the

National AIDS Control Organization (NACO), and other organizations.

The Project Director provides leadership to the Avert Society and is

responsible for achieving the project's vision and strategy,

directing the project team and coordinating with state AIDS

societies, the Government of Maharashtra, NGOs and other partners in

the implementation of project activities. The Director has overall

program and fiscal responsibility for the project including

achieving program results, financial accounting and reporting,

supervising 8-10 professionals and ensuring compliance with

procedural requirements and regulations.

Specific duties and responsibilities include:

• Lead the development, successful implementation and monitoring of

the Avert project strategy

• Responsible for the development of the project's annual action

plan and budget.

• Monitors the successful implementation of activities

• Organizes and reports project progress to the Avert Governing

Board.

• Oversees and undertake follow up actions

• Coordinate with MSACS, MDACS, Government of Maharashtra, NACO,

USAID and other partners to further the aims of the Project, and

ensuring staff maintain effective working relationships with all

stakeholders and collaborating agencies

• Develop a plan and working relationship to receive technical

assistance from national and international agencies for developing

and implementing program strategies in accordance with the guidance

issued by Governing Board from time to time.

• Provides oversight, monitoring and manages the performance of the

project partners including NGOs, institutions/agencies contracted

for services with regard to the terms of the grant or contract

• Organizes periodic program review meetings with project staff and

monitor the progress of each component of the Avert project

• Supervises staff and identifies capacity building needs for

effective performance

• Maintains a good financial and accounting system to ensure

compliance to the Avert project, Government and USAID financial

guidelines and procedures

• Ensure effective monitoring and reporting of project performance,

documentation of best practices and the strategic dissemination of

the new knowledge for high impact through appropriate channels

• Represent in the state level donor coordination meeting to share

information and avoid duplication of efforts

• Undertake travel to NGO intervention and other program related

sites

Qualifications:

• Masters degree in Social Sciences or Business Management or Public

Health (Post Graduate Medical Degree approved by Medical Council of

India)

• Minimum 10 years experience and demonstrated leadership working

with donor-funded or bilateral projects, including 7 years in a

senior program position managing complex donor funded programs ,

preferably in HIV/AIDS or health and family welfare

• Excellent interpersonal and supervisory skills, capable of

directing and managing change, and inspiring teamwork and motivating

staff and partners to achieve results

• Demonstrated leadership in working and collaborating with various

stakeholders including Government, donor agencies, NGOs, private

institutions and other partners
