it does effect permanent tooth germ ..causes enamel hypoplasia..needle is shortand it is painfulREFERENCE--MALAMET CHAPTER 15 SUPPLEMENTAL INJECTION TECHNIQUE..Pg 223 4thh editionhope it helps
