Request for Letter of Expression of Interest for Independent

assessment of National AIDS Control Programme

Project Name: Second National HIV/AIDS Control Project

Ref.: T-11012/22/2004-NACO(Proc) Dated: 27th December 2004

1. Letters of Expression of Interest are invited from qualified and

experienced consultancy organizations for the Second National HIV/AIDS

Control Project for an independent assessment of National AIDS Control

Programme.

2. Selected agency will be required to undertake an independent

assessment of the National HIV/AIDS Control programme under Government

of India. The period of consultancy services is likely to be for

three (3) months with effect from February 2005.

3. The National HIV/AIDS Control Programme is being implemented in

India by National AIDS Control Organisation under the Ministry of

Health & Family Welfare, Government of India. The program is

implemented through the AIDS Control Societies (ACS). The basic

objective of the proposed study is:

review-cum-overall assessment of all the components of the Programme.

The final report will include the details of all the activities

carried out under the assessment – a complete analysis and interpretation

of information collected and recommendations for improvement of

structural, functional, administrative and management aspects of the

programme. The study will also include assessment of correctness of the

approaches used in tracking the HIV epidemic in the country including

process of HIV estimation and suggest ways on improving existing

approaches and/or suggesting new approaches in this process.

4. Only firms with a sound organization, a good team of experts

comprising experts in Epidemiology and Public health, financial and

program management, community based prevention programs,

IEC/Communication will be considered for the said assignment.

5. The consultancy organisations interested in being considered for

the assignment should submit information supporting their experience

and capability and specialization in conducting similar assignments.

The consulting firm will be selected through a transparent procedure

based on quality-cumcost basis. The information on adequacy and

availability of resources to carry out the assignment should

include: (i) Name, address and facsimile number of consulting agency;

(ii) Name and short CVs of Principal Officers; (iii) Ownership and

organisational structure of the agency; (iv) Financial statement

for the last three years and (iv) List of major similar assignments

undertaken in last five years.

6. Please note that this is not a request for proposal. After a review

of the letters of Interest, short lists will be prepared and only

those short-listed consultants will be invited to submit a detailed

technical/financial proposals through Request for Proposals as per

specified terms of reference.

7. Letters of expression of interest with accompanying materials

should be submitted to the address given below by 5 PM (IST) on 17th

January 2005.
