Guest guest Posted December 31, 2004 Report Share Posted December 31, 2004 This is to inform interested parties in the UNDP network and beyond that the U.S. Agency for International Development (USAID) Mission in India is seeking capability information of organisations and proposals in response to destruction wrought by the Tsunami of December 26, 2004 in the Indian Ocean. Given the nature of the diaster, USAID assistance to NGOs is likely to focus on activities for emergency provision of water and sanitation, e.g. provision of potable water, rehabilitation of water systems, salinization issues etc., Activities should be of an emergency nature that can be accomplished within a 90days period. USAID is currently conducting its own on-the-ground disaster needs analysis in certain southeast Indian states which will provide more specific information and further guide USAID's priority areas for funding. This information will be published at the Mission internet website www.usaid.gov./india (specifically) http://www.usaid.gov/in/WhatsNew/BGOpp.htm) as soon as it is available. USAID anticipates making one or more awards for up to a total of $1 million. Instructions to offerors. Proposals should be no more than 5 pages in length and submitted via email attachment(s) or facsimile. Page one must contain the full legal name, street address, telephone and facsimile numbers, internet email addresses, and names of contact person(s) of the organisation(s). Page two through page four must describe the technical work proposed to be funded by USAID, and in summary form only, related work to be financed by the other donors, if any. Page 5 must give the summary budget and brief explanatory notes of your cost assumptions. Lastly USAID encourages joint submissions, that is, proposals which contain one prime grantee with one or more subcontractor or subgrantee, or alternatively joint-ventures with opne authorised (by the other parties) representive taking the lead in terms of signature authority, technical and administrative oversight of the proposed projects. A review panel established under the direction of the Regional Agreement Officer will evaluate proposals based at a minimum on the cost and past performance of the organisations. The review panel and the Regional Agreement officer will use " Best Value " criteria to determine the proposal most advantageous to the U.S. Government. The award(s) shall be made to the responsive and responsible offer or whose combined technical and cost factor offer the best value to the U.S. Government.
