Dear Forum,

I think Mr. Birendrajit has raised a very important point which NACO

needs to look into very seriously.

But I would like to differ with his solutions and would like to

propose the following:

AIDS management in India (or for that matter in any country)

requires 'systemic' intervention and unless that happens I do not

see 'solutions.' By SYSTEMIC INTERVENTION I would like to draw

attention to possible steps such as management, change, re-alignment,

reversal .. (add 'system' in front of all the word ). I think perhaps

the 'NGO' approach as mentioned in this email may not work.
