UNDP/SC/2004/018 Date of Issue: 13 September 2004 Closing Date: 27 September 2004 CONTRACTUAL POSITION Post Title : National Project Coordinator Organization : United Nations Office on Drugs and Crime (UNODC) Duty Station : New Delhi Duration : One Year This vacancy is open to applicants of either sex. Preference will be given to equally qualified women candidates. Background: UNODC has initiated a project that supports 12 pilot schemes to support the victims of violent crime and the trafficking of human beings in India. This project covers a range of initiatives offering emotional and practical support, elementary legal aid as well as short-term counselling and referrals. As part of the project implementation, the selected sites will be closely monitored by the National Project Coordinator. Duties and Responsibilities: Under the supervision and guidance of the UNODC Representative for South Asia and in coordination with the Human Security Branch in UNODC Headquarters, the Project Coordinator will have the following duties and responsibilities: • Maintains regular contact with relevant Government counterpart officials concerned with the captioned UNODC-funded project. Participates with Government and UNODC officials in substantive matters concerning this project. • Undertakes missions to project sites and prepares reports and correspondence covering these visits. • Project reporting: Responsible for analysing and interpreting project background and document¬ation, identifying and documenting significant project events, decisions and directives. Drafts and submits monthly project implementation reports and semi-annual project progress reports required by the donor. • Ensures submission of Final Comprehensive Reports by NGOs • Monitors all aspects of project implementation, identifies problems and proposes actions to expedite delivery of inputs. • Drafts TOR for evaluation consultant; identifies and ensures recruitment of one evaluation consultant. • Ensures that NGOs request second funding tranche according to stipulations of the funding agreement; • Draft a proposal for funding and execution of a five year extension project to promote victim support; • Maintains financial records (principally records of budgets and expenditures) in respect of project expenditures and ensures timely and accurate submission of financial reports to UNODC. • Is responsible for preparing inputs to the process of preparing project budget revisions, as appropriate, and on a timely basis in order to ensure smooth flow of allotments from UNODC HQ. • Maintains computer-based correspondence and financial records and filing system in line with the filing system used by ROSA • Draft articles for HQ newsletter " Update " on projects successes. • Undertakes such other relevant duties as assigned by the ROSA Representative his designees. Educational Qualifications: • A degree in criminology, social science, law, humanities, or a related field Experience/Knowledge/Skills: • A minimum of three years of professional working experience in technical cooperation, preferably at the international level; • Knowledge of and practical experience in project implementation preferably in the victim assistance field; • Practical experience in implementation of technical assistance projects. Knowledge of: (a) the project cycle ( the establishment of measurable achievement indicators and the monitoring of the same and © the logical framework are distinct advantages; • Up to date knowledge of UN programmes, policies, guidelines and procedures would be an asset; • In depth knowledge of UN Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power and the Protocol against Trafficking in Persons, and other victim related guidelines, standards and rules; Proficiency in English (spoken and written) is essential including the ability to draft at a professional level in this language. • Ability to function in a Local Area Network environment is essential. Knowledge of word-processing, MS Project, advanced MS Excel and MS Access will be required.
