Guest guest Posted September 19, 2004 Report Share Posted September 19, 2004 PROJECT COORDINATOR, MONITORING AND EVALUATION Applications are invited for the position of a full-time, project coordinator (PC) for the monitoring and evaluation (M & E) of a pilot antiretroviral therapy project in Tamil Nadu. The PC will provide overall scientific leadership and supervision for the M & E activities that will be coordinated by Yale University Center for Interdisciplinary Research on AIDS (CIRA). This 3-year project is funded by the Children’s Investment Fund Foundation and will be implemented by the Tamil Nadu State AIDS Control Society (TANSACS) through a multisectoral network of government hospitals, NGOs and CBOs in three districts in Tamil Nadu. The PC will be based in Chennai and will travel frequently to the project sites. Skills and experience • Doctoral degree in public health or allied field with prior experience in program evaluation of HIV/AIDS projects. A masters-level candidate with substantial experience in program evaluation of HIV/AIDS projects will also be considered • Excellent oral and written communication skills; proficiency in Tamil and English • Well developed knowledge of and familiarity with research design, measurement, and analyses that use quantitative and qualitative methodologies • Well developed computer skills – word processing, spreadsheets, and exposure to quantitative and qualitative statistical software • Capable of independently developing and maintaining a computerized data system Key Responsibilities The PC will be responsible for providing overall scientific leadership for the monitoring and evaluation of a pilot antiretroviral project to be implemented in three districts in Tamil Nadu. The project will involve clinical and psychosocial data to be collected through surveys and interviews. Responsibilities of the PC will include: • Planning the M & E work and selecting and designing relevant measures (in collaboration with the implementing partners); • Processing the necessary ethical clearances in India for the M & E activities; • Coordinating and supervising data collection processes at the sites (hospitals, NGOs and CBOs), ensuring appropriate and ethical transfer of data from these sites to the Project Office in Chennai, developing and maintaining computerized data recording systems, conducting analyses, and preparing preliminary reports of the analyses; • Supervising project staff associated with Yale (in Chennai and at the other sites) in providing them the necessary guidance for data collection and entry; • Traveling to the implementation sites to provide supervision, feedback, and training, if necessary, to the project staff so as to ensure ethical and scientifically acceptable data collection; • Representing the M & E team at meetings related to project implementation; • Liaising with TANSACS and other implementing partners to resolve any problems with respect to study design and data collection; • Interacting on a regular basis with the Project Directors at Yale University and the implementing partners to provide updates on data collection, entry, and analyses; and • Undergoing training (as needed) to update data analytic skills.
