Background The Joint UN Programme on HIV/AIDS in India is currently operating in a rapidly changing environment, with numbers of HIV/AIDS cases ranking number two globally. The epidemic has in several states moved from the high risk groups to the general population. The country's hope for effectively mounting and coordinating a mass national response is largely hinged on the National AIDS Control Programme (NACP) administered by National AIDS Control Organization (NACO). A new paradigm is being formed taking into account global experiences for local action. Several multilateral and bilateral donors support the national programme along with Bill and Melinda Gates Foundation and The Global Fund to Fight AIDS, Tuberculosis and Malaria. The Country's HIV/AIDS pandemic is widely hypothesized to be both a cause and consequence of this humanitarian crisis, with a particularly disastrous impact on people living with HIV/AIDS. In India, the UN HIV/AIDS Theme Group, made up of all Heads of UN agencies, is the joint policy and strategic decision-making body for the Joint UN Programme on HIV/AIDS. The Project Director of NACO, envisaging establishing a government led Partnership Forum consisting of all stakeholders; participate in the group's meetings and deliberations. In addition to the direct support provided to NACO, NGOs and the private sector, the UNAIDS also monitor (and in some cases administer) several collaborative initiatives involving two or more UN co-sponsors, often funded through the Programme Acceleration Fund (PAF). This differs from when activities are taken under an individual agency leadership, for which UNAIDS is also mandated to advice, monitor and report on. Duties and responsibilities: Under the supervision and guidance of the UNAIDS Country Coordinator: 1. Provide support to the National HIV/AIDS Program through direct interaction with SACS and other government institutions/departments. Establish state support teams in collaboration with NACO.=20 2. Support NACO/SACS in developing national policy and guidelines on HIV/AIDS prevention and care by providing inputs from a global perspective through concept papers, research methodologies and strategies from best practices.=20 3. Develop the overall Joint State Support Strategy. Facilitate the development and review of state plans with SACS and other stakeholders. 4. Liaise with NACO/WHO and professional bodies (Indian Medical Association, Indian AIDS Society, Association of Physicians of India etc.) on issues related to care and support including ARV for improving access to care and treatment.(UNGASS goals). This would also include facilitating public-private partnerships with government and private care providers and donor institutions. 5. Interact with Public health experts in the bilateral, multilateral agencies and other government and private institutions on sharing of technical information and cooperation. 6. Liaise with PD =96 NACO and senior staff at SACS and State Ministry of Health & Family Welfare on Strategic state strategies. 7. UNAIDS Hub for the National HIV/AIDS Programme on public health issues on HIV/AIDS. 8. Supervising state officers and coordinating activities taking place in the states and linking those activities with the advocacy efforts. 9. Assist and undertake activities as desired by Country Coordinator, UNAIDS India. Educational Qualifications:=20 Post-graduate degree in Public health/disease control/social science or related field. Knowledge and Skills: Strong management and negotiation skills; proven training, facilitation and communication skills; understanding of financial management issues. Ability to work independently and as a team player in a multi-cultural environment. Working knowledge of computers including MS Office package, essential. A thorough understanding of the HIV/AIDS epidemic.=20 Experience: A background of 8-10 years experience in the areas of Public health, disease control, program planning and management is essential. The incumbent must have a significant understanding of the National HIV/AIDS program and the social and economic dimensions of HIV/AIDS. (The incumbent will interact with high ranking officials of NACO, Ministry of health & Family Welfare, State AIDS Control societies and other state level organizations, medical and public health institutions, WHO and other key agencies.) Languages: Proficiency in spoken and written English essential. Knowledge of one or two Indian languages will be an asset.
