Ethyl or grain alcohol is available in some states in 190 proof, or 95

per-cent. It is very hard to get 100 per-cent, as the alcohol absorbs

moisture from the air. Benzene is added to remove the water. This alcohol

is available through chemical supply companies, but I don't know if it has

an odor of it's own (making it unusable in perfumery).

If you can get that, it is good to use for perfume. I think that

professional perfumers use " perfumers' alcohol, " which is something

different. The rest of us have to use 100 proof vodka.
